The black Codes created by the Southerners were to retain slavery in the South. The limited the labor source for the blacks and this caused north to become angry with the South. The Military Reconstruction Act was passed to ensure that the Southern states ratify the Fourteenth Amendment allowing the blacks to vote freely. This military occupation was a strong response to the actions of the South along with the desire to continue with the Reconstruction.
